If it has to be under £20.. then this seems to have good reviews:

IMO the Hyper 212s are overpriced now from having been the go-to recommendation for so long.

I had a 212 evo in the Pentium Rig but it was too tall for the case (Touching the window). I ended up with a Raijintek Aidos and its been great. there is only around a 1°C differential between the 2 and its almost an inch shorter.
