In the market mainly for browsing, I figured a good display with 1920x1080 is a must.

Been looking for a couple weeks now, can find nothing below £300, why so little choice around? Is Full HD still yet to break in for mainstream users?

Bonus specs:
SSD for quick boot
15 inch IPS to appreciate higher res
No OS required
 
I think some of the chromebooks have 1080p screens and are around £300. specifically the toshiba chromebook 2 and samsung chromebook 2.
