At that budget, it's handy to know what type of games he enjoys - the budget is at a point where you have to compromise a little, and knowing what games your brother wants to play lets us try to compromise in the right direction, if you will - eg CPU and Memory if he likes Minecraft, graphics if he prefers FPS games.

FPS primarily I would have thought. I would prob drop the SSD in favour of a more powerful CPU. I don't think speed of games/loading of OS is a big concern. The i5 Haswell looks good.

You'd have to be insane to go AM3+ now

Only upgrade path is to 8320 which is hardly a boost for single core performance, basically a dead socket
At least with an i3 (which will keep up with a 6300 for most tasks) you can upgrade to i5/i7 in the future which will have very decent performance still
