Budget i5 build

Alas my old Q6600 setup is feeling it's age and looking tired so think it's time for an upgrade as my boy is getting older I assume he will want to advance on from browser based games.

CPU
I have an i5 6400 skylake spare so would like to build around this

Case
I still use dvd and memory card readers on a regular basis so was thinking of the http://www.fractal-design.com/home/product/cases/arc-series/arc-mini-r2

Motherboard
Keeping with form factor what's peoples thoughts on the Asus H110M-PLUS

Memory
Unsure yet can anyone recommend 16gb to go with the above combo?

Drives
Already got 1x2.5 ssd and 1x3.5 WD black

Cooling
Now i've not ventured into water cooling but would like to do an overclock, what setup would you recommend? Do I need to change/get more case fans?

Graphics
Currently using an old 512MB NVIDIA GeForce 9800 GT so looking for something better to use with 1080p monitor.

PSU
Currently have a corsair TX650 should I upgrade, would like a 'neat' install so should I go full modular if so what 80+ do you recommend?

Budget around £500
 
Don't think you can overclock that chip so that simplifies things.

Get the cheapest 1151 board you can find.
Get the cheapest 2x8 gb ddr4 you can find.
Get a cheapish cooler, good one's around £25 to £30
Get an rx580 8gb graphics card.

Edited a few times Leaves you £50 for a case , I didn't go for quite the cheapest ram, as I think you can still use Xmp on that board,

Less ram, better graphics card, cheapest in stock board.

Edit: didn't meant to include 2 graphic cards.
