Budget PCI-E Card

Building a system for my cousin, and need suggestions for a budget PCI-E card, the computer will only be used for browsing, emails, films, photo editing etc, using Vista, no gaming....budget £30-35, I had thought of one of the following:

OcUK ATI Radeon X1650 Pro

Asus ATI Radeon EAH2400 Pro

Asus GeForce EN7300TC

Are any of the above better value for the money than the others, or is there something else that would be better than any of above for that budget (which I know is low, but nothing fancy is needed)?

If it's not for gaming then the Asus ATI Radeon EAH2400 Pro would be best out of those three. It's fanless, HDCP Compliant, doesn't use system memory and seven quid cheaper than the x1650pro.

The two cards in the sale section are probably sold already :/
