Budget SFF advice please!

I'd like to build a nice and cheap SFF as a kind of backup pc/media center.

Would i be right in thinking id be better of with a socket 754 sempron or a cheap p4 celeron

I have a DVD-ROM and HDD so wont be needing them...

Can someone recommend a really cheap but still half decent small case and mobo, not bothered wether its a vcr style desktop or cube.
