It needs to:

Be silent
small
start up very quickly
run office docs
play videos
edit photos

Nothing demanding really. I'm hoping no more than £300 - ideally around £200.

Any recommendations? Thanks

I'd suggest a dual core atom board (2+2 threaded) as 70 quid gets you motherboard, processor and onboard graphics (gma 950 isn't good, but it'll do for this).
Your choice of mini itx case, at about 60 quid with psu included. RAM can be had for about 20, hard drive about 30. So that would be a complete system for 180 quid.

It'll do all of your list except turn on really fast. To turn on very fast, you have to ditch windows, use an ssd, or use a much quicker processor. Ideally all three, I don't think you get to turn on really fast for 200 quid.


bit more powerful, mini itx zotac board, e5200, 20 quid ram comes out at 150 dead. Fair bit higher cost than the atom board, more power hungry, less quiet, but faster

I'd liken building a PC to this sort of toy. At first glance, there's lots of things that need to go in lots of places.

Two seconds into it, you realise that each thing only fits into one space, and it's all colour coded.

Just remember the motherboard stand-offs, plug in everything that looks like it could be plugged in and touch a radiator before you start.
 
Bothered? Computer building as effort rather than pleasure is a strange concept, I really enjoy it. Drop ocuk a note and they'll assemble things for you, or the site offers a customise/choose your own approach if you don't want to speak to them.

Fantastic analogy by Audigex, I know a few people I should show that to.

Thats actually a great example!! Everyone looks so shocked when they see me building a PC out of all the bits, but like you say, everything only fits in one place so its easy!
