what will the PC be used for?
also, will you need anything other than the tower itself? (monitor, mouse, OS, keyboard, etc)

I'd change Pohly's two builds in one respect- switch both of the graphics cards for either a GTX 460, a 6850 or a 5850. The 5830 is much worse for the marginal price difference, and the GTX 470 is only marginally better than the 460, with much more heat, noise and power consumption- you could overclock the 460 or the 6850 to 470 speeds or above and it would still be cooler, quieter and use less power.
 
I wouldn't get the gimped Gigabyte Z68 board, whatever the budget constraints :)

Pohly's first build, and yeah replace with a 460 OC (£115). If too expensive, downgrade the Antec HCG 620W to a Be Quiet Pure L7 530W.

Hum, in short, Reaper's with the GD65 & Hyper 212+, and a GTX 460 OC (OcUK). Making sure the Hyer 212+ fits in the case.
