Build for a work mate - Max £400

A guy I work with has asked me to help him spec up a PC, max budget of £400.

His preference was AMD but is open to look at Intel.

He doesnt really play games but would like to have the possibility to use dual monitors other than that all he needs is :-

CPU
M/B
HDD
RAM
CASE
PSU

And if budget allows a decent GFX card.

What are my options?

Unfortunatly with 400 budget a *descent* graphics card if very hard to fit in as it would take up quite abit of the budget
