By live streaming, what are you intending to live stream?

Gaming or something else, since all the above builds feature pretty high end gaming graphic cards, much faster than you get in the equivalent Mac.

One benefit in a custom PC build is if you get a part failure you won't necessary have to replace the whole machine or send it off for repair, with a current Mac that is far more likely with only the ram and HDD being user repairable and even those part may not be with some Macs.
 
The CPU recomendation doesn't seem too overkill to me. Video editing and streaming are both COU heavy tasks. The one thing you can get away with is 8gb of RAM. For strwung and hobbiest editing that will suffice.

One thing not to skimp on is the CPU, for you budget the i5 4440 (look at the i5 DIY bundle) would be perfect.

As for the GPU, this is a stumbling point if you limit yourself to nvidia only. While the 970s and 980s are the ones to go for (on a big budget) AMD own the lower end (sub £220) currently. This is unless you delve into the secondhand market were you may be able to get a cheap GTX 770/780.

I see that twitch post mentions little about GPUs but to get good frame rates (on good settings) you need to invest in a good GPU.

With the specs above there certainly a lot of trimming we can do. First of, are you able to source your OS elsewhere (saving you money)?.
