or to put it another way, do you think Intel with all their wisdom and R+D would supply a cpu with a cooler that is no good? their returns department would be overflowing with busted cpu's.

not untill you start overclocking, infact i would ensure you case has good cooling.
clean the dust out, and clean the case fan fins.
add a case fan if you got a space free.
