build on a budget

So i am building a gaming rig for my brother, and he is a student, so on a budget.

i already have a monitor, motherboard and Graphics card (although only a gtx 275 so any better alternatives would be welcome)
but looking for the rest! for a buget of £350-400

the motherboard is a Asrock Z68 Extreme4 Intel Z68 (Socket 1155) DDR3 Motherboard

Does he have an OS or will he be eligible for a student copy. Also does the Z68 board have the IB bios update.

yeah he will be able to get a student copy, the motherboard was my old one and as far as I know it has the latest Bios updates!
