build/power problems?

Hi.
Apologies for the long-windedness, but I'm trying to troubleshoot a build problem for a friend of mine. The rig is based on ABit AW9D-Max, X6800 C2D, 2GB Corsair, NV7600, 1 Raptor SATA II (for the moment), floppy and CD/DVD drive.
The board posts, I can see the bios, the cpu is detected at 2.93GHz, temps are reported, etc. However power does not seem to be getting to the DVD drive so it fails to detect a disc - it appears from the bios not to see even the Raptor.
Ignoring that for a moment, the drive door won't open on the DVD to even insert a windows install disc.
I was wondering? Do we need an IDE hard drive in order to start up? Should it not fail over to the DVD, even if there's no HD to install to?
If its a power issue, which I'm not 100% convinced of because the board reports FF on the small in-built LED display, and otherwise appears to post find, but if it is a power issue (perhaps the cables, although I've tried various different ones), how can I tell.
The Corsair 620W power supply connects to two points on the mobo. I then run 4-pin molex cables daisy-chained together to power a case fan (the cpu and sys fans connect to mobo), and the HDD,FDD,DVD drives.
Do I need to get a voltmeter, and how would I go about troubleshooting with one?

ok. It turned out to be a cables issue with the Corsair 620. I brought my own 620 cables, tried them to the peripherals, HDD detected, FDD, CD detected. Thanks anyway. Its a huge relief not to have to buy a voltmeter.

BTW: does anyone know how to go about getting Corsair specific cables?
