Build under £250

Hey guys, is it possible to make a nice build under £250? Just a standard household pc that could run average games/movies and do work stuff?

I havent been in touch with computer tech for a few years now so dont really know the market.

If so, please spec me Would be much appreciated.

Do you need monitor, windows, etc or just a pc and will you build it yourself ?
