Building a bike - help!

How on earth do I get this off?!

Tried pulling, pushing, screwing, twisting and it won't budge. It just looks like a protection cap over the fork bolts but it's being an absolute *****. Help!

There's nothing clever about it - it really should just pull off.

If it is being particularly stubborn you could put the wheel up the other way between 2 chairs, then use a screwdriver and hammer to push it off through the spokes.

get a knife and cut it off?
unwind the nut to the end of the thread and wiggle it off?
pull it off?

coat it in something that melt's regular plastic . try petrol
