I wish to install windows 8.1 then tweak it and install all my software AND setup and have admin gone 9NEW NAME) and all family members live acc's. Then backup. I WISH to then deploy over the network or a hdd the image.

Configure one PC how you would like it, then sysprep and generalize the image.

You then need to decide how you are going to deploy this over the network. If you have access to Server 2012 (Standard? Datacenter?) you can install the WDS (Windows Deployment Services) role. Follow one of the million guides out there on the internet for capturing and re-deploying this image (either unattended or interactive) over the network via PXE boot.
