Building a home server (Spec me)

First time ever building a home server..
Not even sure if NAS is better or what other options r there

What I will be using it for is to store all my personal files, photos etc and also to store movies and music and then able to stream that onto my main PC or phone (Chromecast using Plex)

What are my options?
I do not want to spend a lot and I didn't set a budget cause I have no idea how much it costs.

Wanna be able to hide it somewhere out of sight.

How much storage do you need/want?
How good are you with OS and tinkering to make stuff work?
Rough dimensions to go no bigger than?

I don't know much about NAS or servers but I do know that Plex requires a reasonable CPU for the transcoding.

Need about 2TB for now and might increase it at later date.

Might be work checking out the server section and looking at the HP Micro Server thread as a lot of people in there speak highly of it for the money and it seems very versatile.
