I have the following parts.

Akasa 650w PSU
GTX 260 GPU
DVD
Hard Drives
Case

Would adding an i3 overclock bundle + Windows 7 make a PC that would easily run HD video and games at 1080P?
 
For about £150 you could get an Athlon II X4 based system, with 4GB DDR3 ram as it's exactly what I knocked up myself.

Otherwise looking for a second hand CPU and ram, combined with a new motherboard to knock the price down would be your next option. (wouldn't want to buy a 2nd hand motherboard without warranty).
 
I would look around and get the following parts:

Athlon II X3 445 or 450 ~ £55 to £60

MSI 870-C45 or ASRock M3A770DE~ £45 to £55

4GB DDR3 RAM ~ £45 to £55

I'd just go for the i3 overclocked bundle tbh, generally faster at stock, almost untouchable with 4.2ghz oc. You can't get any better value than this unless you get the i3 parts and oc it yourself.
