Building a pc on a tight budget

I am looking to build a pc that runs quietly and can handle doing multiple tasks easily, such as photoshop while browsing the web and downloading things. I am not looking to game or overclock (i know that is probably considered blasphemous on these boards :D)

Parts needed:
motherboard
cpu
psu
ram
hard drive
(do i need a cpu cooler?)

would it be possible to do this for £300

Also if you want you could suggest a nice case (not part of the budget)

You don't *need* the cooler as such, but if you can stretch the budget a little you can get something which would be quieter and keep the CPU cooler than using the stock cooler. Good options would be freezer 7 pro or fenrir.
 
Thanks for the quick reply redmint. Can I ask, what is it that makes computers run quiter?
CPU cooler which the fan is quiet (stock CPU that comes with the CPU is LOUD!), graphic card with cooler that is quiet (doesn't concern you since you are using onboard graphic), computer case with quiet fans, branded high efficiency PSU with quiet fan (generic brand PSU are usually loud because of the cheap fan, poor efficiency resulting in being hotter and making the fan in the PSU spinning faster).
 
Modern Intel coolers are pretty good to be fair. Also the cooler master elite cases are very good for the price, for about 30 quid, pleasure to work with, decent looking, and quiet. I built a pc with an elite recently and I can't fault it, its better than some cases that are twice the price. The one I got one had 1x120mm fan so you may want to add a second for a push/pull airfl
ow, but on a fairly stock system I find it wasn't needed, temps were fine.
 
You may want to buy a cooler as the AMD stock ones are pretty loud. The best budget one will be the Coolermaster hyper 212 plus. Very quiet at idle and just noticeable at load, and its not a high pitched sound like the stock cooler.

In order to fit an Intel DDR3 system anywhere close to the same budget you pretty much have to pick a smaller HDD and the cheapest PSU and case available. The small increase in CPU power really isn't worth the sacrifices on the other things. :)

Yeah i have seen the intel stuff is a bit pricey. Is there any benefit to going down the intel route, if you had the budget.
