Built a new pc, now having troubles installing

i have just finished building my new pc, i started it up, when to bios to make sure everything was correct, then i saved and exit.

after this i get to the black screen with the flashing underscore, and nothing happens, i dont get any messeges asking me if i want to boot from a disc or anything, i have check in bios and it detects my dvd drive etc and its the primary boot device.

anyone know anything to help?

does it POST? as in, does it show you all the system information before it would usually ask you to boot from a disk

yes it does.

although last night, i changed the dvd drive to another one, and it booted up and loaded windows vista but after the screen with the green bar, it freezes on the next screen
