Im going to be building today , on the table i am building on there is a cotton table cloth will this be ok regarding static? Also another question on the intel heatsink is the thermal paste already applied ?

If it doesn't matter about the table possibly getting scratched then I'd remove the tablecloth, less from a static point of view (pure cotton shouldn't generate much if any static) but more because it may slip off or get ripped.

The Intel heatsink should have thermal paste/pad pre-applied.
