On GPU-Z its said my PCI-E is running at v1.1 but my card supports v3.0 (It said power saving features can affect this). In my power plan it has PCI-E is set to moderate power saving, would turning this off solve the problem?

Also would turning it off affect anything?

It is normally because the card is idle.

There is a little benchmark / stability test built into gpu-z that if you run it you will see the pcie speed jump up.

You shouldn't need to mess around with those advanced power saving settings.
