Button highlight remaining on screen?!

A friend of mine is having a problem where he has closed a window yet the highlight of the close button is still on desktop. it wont even go after a restart :confused:

refreshing desktop didnt work, restarting doesnt work, changing wallpaper doesnt help, done virus scans and stuff.. nothing, yet full screen apps and task manager go on top of it. :confused:

Any help?

Using any odd theme software or something? A very weird problem if there ever was one.

he is using windows blinds, which i didnt think about before.

closed that and its gone, amazing
