Buying 2nd hand ipad 10th gen , Serial number check ?

Afternoon

I'm looking at buying a 2nd hand ipad 10th gen but when i check the serial number of one it' says " We’re unable to display coverage details because your device hasn’t been registered. Please contact your Apple product retailer or your wireless carrier to register this device." , The seller says it's because it's new and sealed ?

Is this correct i thought as soon as it was bought it was registered ?

Is it a cellular iPad? Cellular iPads from certain carriers don’t have warranty start until it’s activated* so could be that.
But it’s rare - I would be cautious.
