Buying a cellular iPad second hand (New sealed)

I've noticed quite a few situations where sealed cellular iPads are popping up on Marketplaces.
Why would people get these on contract and then sell them on? Is it something to worry about should they not pay their contract? Any other concerns these might come with?
 
I did worry about that but a couple of people have posted them alongside receipts.
I was wondering if they could maybe using the sim for other purposes and just selling the iPad to make some money
 
More likely it’s people getting them on contract and flogging the iPad on for a larger lump sum. I’d never take the risk myself just in case they decide to stop paying the contract.

My brother in law took an upgrade on his phone a year or so ago then just sold the phone on for the lump sum. Not sure why he didn’t just reduce his tariff and save £30 or whatever every month but I guess he wanted the few hundred in one go.
 
So what issues could come of them not paying their contract? Could the network potentially block the iPad?
