C&C original scrolls too fast

Got first decade C&C collection, and am loving playing the first again. Had so much fun with it when it first came out.

Only problem is its scrolling too fast. I ahve set it down to its lowest, but its almost impossible to control how far to move on the map cause even the slightest bump of the mouse on side of screen makes it jump really far.

Any ideas on whether or not this can be fixed?
 
now if I remember my gaming history correctly, the first time this issue happened, way back in the 90's (for you younguns, or just last week for those of us who have passed puberty) it was a result of framerate being cpu dependant, this caused problems with faster processors ramping framerates extremely high (imagine playing a flightsim, when your processor can do 500fps processing, but the game expects 25fps, that's 20 seconds, per second, think you can react that fast?)

So, code was changed to limit the problem. making games less affected by cpu speed.

By my reckoning, and this is just a guess, the scroll rate in the original C&C/Red Alert/Starcraft etc, was based on a frame render speed, using more frames to slow down the scroll speed. However, in the age we are in, where modern cards, playing games of that age, can render hundreds of frames per second. Even the slowest settings, will scroll extremely fast.
 
Turn down your mouse sensitivity. I used to play RA fine on an X2 4200, only problem it had was with the second core, changing affinity fixed it.
