When I st built this PC I noticed that my Core 2 Duo would throttle back when not doing much. Now it is constantly @ 2.4Ghz, so I think Speedstep is not working. I have reset my BIOS to default values, and no change in CPU speed.
I know that XP has built in support for speedstep (or am I wrong and need a driver?)
Also my CPU fan is spinning a lot faster then it used to. I noticed this after I installed an 8800GTS. I thought the fan noise was from that, but it is the CPU fan.
Both cores are at 40 degrees C, so why is the fan at 2700RPM?

(Zalman CNPS9500-AT CPU Cooler), MB is ASUS P5B Deluxe. CPU is C2D 6600.
The only thing I can think of is that when I installed the 8800GTS i knocked the CPU cooler, but if it was not seated correctly, my temps would be higher?
