Call of duty lag - hardware related ?

since the 1.7 update I've been experiencing not bad but really annoying lag, quite jumpy, whilst playing the game it stops frequently for about half a second ping is fine about 40 on most games

any ideas on what this could be?, i have this problem with most games online and offline any ideas

i also want to replace my dell mobo, case and psu because the psu is only for BTX motherboards, think i could replace all 3 for under £240 ?

I mean has your GTX been there from the off? What wattage/amperage (if you know it) does your PSU have?
