Call of Duty: Modern Warfare Beta access - PC - 19th September

I was just wondering if anyone understood why on their website it says early access 19th to 20th and open beta 21-23 for PC?

Is the first part single player or something?

Also it sucks that PS4 gamers are getting access on 12th September but PC gamers have to wait until 19th! lol
