There are no essential mods, but the one which makes cliff racers ignore you is probably close. But it's OK, because St Juib has driven the cliff racers from Morrowind now...
Is this vanilla, or including the two expansions? Either way, get the official plug-ins. NPC Replacer gives far better faces - highly recommended, as is Better Bodies. Note that Better Bodies produces nude bodies if you strip corpses. Questfix is good as well - at the very least it leaves the Sword in the Stone reachable. If you like playing unarmoured, Dodge is good as well. I tend to use the Excuse Me mod which stops the grovelling after you complete the Main Quest. Other than that I play with just a couple of minor mods of my own which add two houses, and athames for mages.
That's because MW is an RPG, not a kiddies hack'n'slash. The answer to your question is: no, the combat is part of the engine. The various combat mods just tweak what weapons do, how far they reach etc. But you could start by turning off "Always use best attack".
