To convict someone the pictures/video has to show the number plate and the recorded speed.

AFAIK, there's a type that basically only view license plates - it'll pick up your plate, run it through a database and see if there are any out-standing offenses etc (no insurance/mot/speeding etc), and if so the van will radio in to a marked car just down the road who will then pull you over.
If it is this type, it'll work both ways.
