can a bad driver install cause graphical corruption

ive just had to reinstall windows on my rig as whilst playing TOR and popping off to have something to eat, i returned to my gpus running full blast and no display.

i reset the machine and upon reboot, i got major corruption on the screen.

i instantly thought 1 of my gpus had packed up but upon testing i had corruption with both.

now as i was unable to see any of the icons i thought id run the pc in safe mode and see what happened. the machine was fine. however i as soon as i loaded normal mode i had corruption again.

can drivers do this? ive had a few problems with installing ati drivers over the top of others in the past nothing like this.
 
overclocks? afterburner ? and and overdrive? just make sure your not hitting the auto tune on the and overdrive

I've heard you can get that with drivers but its very unlikely, both cards can't be dead thats mental.
