Can a faulty fan cause pc slowdowns?

Okay after doing a format I'm still having slowdowns.
It happens in Guild Wars 2 and Battlefield 3.
I'm sure it's not software related.
Battlefield 3 used to be perfect with no slow downs whatsoever.
I've recently purchased Guild Wars 2.
I've noticed that it plays perfectly and the suddenly slows down and then goes back to speed after about 15 seconds.
It can happen at any time whether or not the screen is busy with a lot going on or not.
However, my Sapphire 6950 2mb has a faulty bearing on the right hand fan. It seems to slow down but not stick. I intend to get a 3rd party heatsink and fan in a week or so.
I'm using multiple hard drives but the games are installed on a M3 SSD 128gb.
 
Only really if the fan is causing overheating and throttling. Check your temps while playing. Anything north of 90 or maybe 100 is a concern.
 
I might just spend my redundancy and build a new PC. This is driving me nuts.
What software is good for checking temps?

I took the card out to do that but it looked like I'd have to dismantle the entire heatsink and fan and I thought it would be easier just to replace it.

get msi afterburner, there's an option to show on screen info like temps, gpu load and gpu fan speed :)

I can't take it out, I have no spare. If it does go **** up I'll get a whole new PC when I get my redundancy.
You see,( rant coming up) that ****** Murdock has decided to close my office and put us all on the dole when Sky is making more money than ever.
