Can a LP air cooler, cool a Ryzen 9 5900x, with no underclocking?

The NH-L12S is a low-profile quiet cooler designed for use in Small Form Factor cases and HTPC environments. While it provides first-rate performance in its class, it is not suitable for overclocking and should be used with care on CPUs with more than 95W TDP
 
Need a new MB for that just wondering for the future. I will mot overclock, I can leave it as is or do I have to mess with the cpu settings in bios?

You will probably be able to run with an all core OC or PBO if you want. With a half decent case and motherboard you will be fine.
 
Why ? Tdp is a general output from cpu with most coolers saying what they can generally handle …

it’s impossible to get a figure which you could definitively use to say exactly the performance you’ll get from a cooler in your specific use.
 
to cool sufficiently
This becomes a moving target nowadays, with various turbo boost algorithms that depend on cpu temperature. So a bigger AIO allows a slightly higher/longer boost clock than a small air cooler (at least on AMD)

As far as I know, this Noctua is sufficient to cool a 5900X at stock speeds, no problem.
Except that common use for LP coolers is in tight cramped cases. And then it really depends on whether it can get fresh air at all
