Can a phone with no sim still access the Internet via WiFi?

I'm going to be getting a secondary phone for someone. But I want to update the apps, and add other apps before I present the phone.

So is it possible to do that with no sim and just connect via WiFi?

These days you need to sign in with a Google account Apple account before it lets you in the App Store. (unless you sideload if its an Android phone)

Prob better to present the phone as it is, let them sign in and you install the apps

As said you have to log in to your Google or apple account first so it's a no go for someone else's accounts unless you have their credentials.

Yes, both my twins have our old phones to use to game on when they want. No need for SIM.

As far as I know all the answers here are correct in one way or another.

But that could be an issue, unless you are setting up an account for the receiving person to use.

Yes you can use the WiFi and internet access without a SIM card, but the majority of the phone, including the store, is account driven. So that will limit what you can actually do.
