Can anyone reccomend a file sharing template?

Before I write my own I was wondering if anyone knew of a good start.

Basically I need the ability for users to upload files into certain categories and for other users to be able to download them.

I have no requirements as to whether its wordpress based or not I am happy with anything.

Kinda what I need. Unfortunately it looks like that's a closed system where I'd have to add users manually rather than they can sign up.
