Simply lower volume listening is the best way.

However, I find that anything other than semi open/fully open headphones aggravates my tinitus to some degree. I think this is due to the air pressure in front of the driver and high listening volumes needed to drown out outdoor noises. This is not really helpful though as she'll be able to hear everything around her, and other people will likely be able to hear her music and again will have to listen at high volume (which she needs to avoid).

On the flipside, I find my Ultimate Ears Superfi 5s better than other in ears I've used. This is by virtue of their decent levels of sound isolation, and therefore the ability to listen at lower volumes as there's no need to drown out ambient noise. I've had no real issues with tinitus since using them over my old Sony EX85s which were terrible for me.

That's not to say they'll be as good for her as they are for me though.
