Can anyone suggest a good value portable air conditioning unit?

My flat in summer gets really too warm. Its third/top floor so I get all the heat from below rising up and there is no shading on the building.

I've had a look online and can't find any reliable reviews for any. I was on some sites and there are a few trying to scam you calling it an air con unit when its just an evaporator.

I was wondering if anyone owns one they'd recommend.

They are too loud you won't get one that isn't you really need split units so that the noise is outside. Portable AC units = not being able to watch tv but if you have headphones and watch tv on your pc it's ok....

They are as loud if not louder than vacuum cleaners
