Can dealers register new cars early?

Just a quickie for my own curiosity.

Ive got a company car on order, due for delivery early september. Ive just checked the online portal we have for notifications, and it seems the car is already here and its been registered, ie a 66 plate. Can a car be registered this early?
 
In short, yes.

When filling in the details on AFRL (https://www.gov.uk/vehicle-registration-schemes-for-the-motor-trade/overview), then you can input the date that it'll be registered. The car hasn't actually been registered, it's just letting the right people know that it will be. Mainly done to avoid a mad rush for the admin team on the 1st September. It's the 2nd busiest day of the year for new registrations usually, so if you can get most of the paperwork done before time it makes sense.

Assigning a number plate is similar and can be done at any point in the process.

So your car isn't actually registered yet, and for purposes of RFL/MOT the date will be a year from the 1st Sept (or whatever date after that they've inputted into the system).

It's impossible to register and 'tax' a vehicle before the 1st September, the system just won't allow it.
 
Dealers get an allocation of new number plates before each March/September that they can assign how they want (i.e. offer to customers if they have a preference) but cannot actually be registered before those dates.

Yep, and interestingly once a dealer starts registering in advance for September AFRL will no longer accept any registrations for the current month. So in the OP's case, that dealer will not be able to register any more 16 plates.
