A north London council has apologised after a woman was refused the loan of a pair of scissors in a library because she "might stab a member of staff".

In all fairness, I wouldn't hand her a pair of scissors she looks like a bit of a looney. Like not your completely mad "I put yoghurt in my bum" kind of looney but the kind who'd cut a guys **** off for cheating on her kind of looney.
