Can I check my Board isn't DOA?

I've had a Maximus V Gene around for 4 Months now (awaiting to be built into a system due to lack of funds).
The place that a bought it from has a 4 month Dead on arrival warranty (they'll send me a new one if its broken).

Aside from the Motherboard, all I have is a PSU (Corsair TX650M).

Can I just check if it will boot? (I remember Asus saying that you can boot without a CPU, RAM, etc).

Some Asus boards have the ability to flash the BIOS without a CPU or RAM (USB BIOS Flashback) but I think that's as far as it goes.

The Maximus V Gene doesn't have that feature.
