Can I cut this wire...

I’m no electrician. I need to shorten this telephone cable (obviously).

Can I just cut through it to do so? Some of the wires in the box aren’t even connected to anything. Anyone got any ideas?

Don’t want to cut it and give myself a new hair do.

Literally no idea. I guess that’s the ultimate question! I wasn’t sure if telephone wire didn’t carry any voltage as such.
