I've recently noticed that i9-9900 chips can be had pretty cheap now, just under £300 second-hand, I was wondering with the following system could I just drop this in without any issues, thermal performance limits etc?

My system

CPU: 8700 (non-k)
M/B: Asus ROG B360-F
MEM: 32gb 2666Mhz
GPU: 3080

Resolution: 3440x1440

Will I see much of an uplift in performance in a game like Cyberpunk2077?

going by their website it does.

The following table shows the supported CPUs for this motherboard

If your motherboard BIOS version number is greater than the BIOS version listed above, then you will not need to flash your BIOS. However, if your BIOS version is smaller than the version listed above, then you will need to select and download the latest BIOS to update your system. We kindly remind you that there is a certain risk level involved in BIOS flashing, please refer to " BIOS Flashing Method ". If you still have doubts, we will strongly advise you to consult with a PC Professional or your PC dealer for further assistance.

Yes you can drop it in and you may see a difference 10fps higher average frames at 1080p.
However, at the resolution you are running the game is GPU bound and the 8700k is right on the cusp of where moving to a better CPU offers little to no performance uplift.
