Can I fool streaming media (BBC, ITV etc) into playing "fullscreen" but in a window?

I want to have the rugby on in a window while I work but ideally it'd be in its own quarter-screen window and without the browser frame and without ITV's website navigation options.

Is there a way to "fool" it so I can watch "full screen" but in a smaller window.

(Apologies for the clumsy terminology - any corrections welcome as they'll help my woeful google efforts so far)

If you can grab the stream URL then you could stream it in vlc or the like.

I'm out of touch with the latest file formats/containers used nowadays.

The difficulty is finding the direct link to the video being streamed once you have that you can simply paste it into vlc and stream from there.
