Can I get some help with TV upscaling

I have an app on my Phone to watch TV and downloaded movies etc. They all tend to be in 720p (I know it's not 1080p but 720 may be wrong). The TV at my parents house is a 4k Samsung one this displays all these programs over the full screen. The other TV I use is only a 1080 tv, this will only play these files in a 720 box on the TV.

So can anyone help me find out why this is the situation and what do I need to look for when buying my next TV to make sure it fills the screen?

Am I correct in thinking the 4k TV up scales everything to fill the screen and other one doesn't?
 
I am no expert, but the first thing I though of was the aspect ratio. Most older tvs and maybe newer ones always had a menu option for 4:3 etc etc. Try changing that! Sometimes they also have a zoom function.
 
Checked this and for some reason these options are unelectable when screen mirroring from my galaxy s6.

I am thinking the 'upscaling' 4k tvs do is what I am after... This be great when I come to get a TV for the living room but for my bed room I can't be having a 40' tv.
 
This is not upscaling.

What are you using to share the video to the screen?
What model is the 1080p TV?

It is likely that any new TV you buy will fill the whole screen if this is screen mirroring over WIFI.
 
Yes this is screen mirroring over wifi. I can't find the model info of the 1080 tv until tmoz but it is fairly new... Less than 4 years old I think.
 
According to Google it looks like this issue popped up with people using Samsung phones in the Lollipop release.

If this is the case then the only way to know if it will work fullscreen is to try before you buy, or to get a new phone.

In short it seems to be a compatibility issue with certain device/tv combos. Not a problem with a missing feature on the TV.

If you're going for a new TV then your best bet is a Samsung.
 
When exactly was the lollipop release? I auto update my phone so it could be that if it was a long time ago. 1st time I checked my phone on the 1080 tv was mid season 10 of supernatural. Possibly October 2015. And I wasn't working then. It has worked since I discovered it on the 4k tv which I think was about April 2015.
 
Is there some kind of tv-out option/settings page in the app or in the phone settings?

It could be set to display video as 'native' rather than fill or stretch etc. I know on the desktop version, Kodi can be told how to display videos.
