can i keep my partitions with SATA

if i start using the sata converter on my IDE drive and reinstall windows can i keep the partiions i have created with IDE and just reinstall windows again on the first partition?

As above, yes you can. Providing you have not deleted the partitions. The Serial ATA connecter just allows you to use the cable, nothing more.
