Can i make a group of files into an iso?

i've got some files i want to make into an ISO (or bin/cue), is there any program to do this?

I don't think i'm getting over what i want to do.

Ok lets say i have a program in a folder and i want to make a .iso to publish on a site for others to download.

I'm not after something to burn an iso onto a disk
