Can i send a monitor back if it has bad pressure marks?

I have recieved a monitor from an ebay seller. There are terrible pressure marks (dark marks) all over the screen smeared randomly. Here is a picture

Now. When the screen is off you can see it has been wiped with a wet cloth as you can see smeaary water marks (if you see what i mean). My theory is that the person pressed too hard when cleaning it.

I bought another monitor from this seller that wasnt cleaned in this waywhich doesnt seem to have this problem.

Do you think i can ask for a refund?

before going the refund route i would try a baby wipe followed by a dry jay - cloth those cheap blue white checked type things.
However that pic looks more like a CRT than a TFT due to the curves at each corner

A wide-angle lens can cause the image to have curves. I'm sure it's that.

ill see what i can do it is a tft, i bumped up the contrast and lowered the brightness on that picure though.
EDIT: Done that and still bad. Its definitely pressure marks.
