Im going to be using vista32 bit on my nice new system in about 2 weeks, and what I what to know is, can I upgrade vista to the 64-bit version without having to do a fresh install??

Short answer, no.
Long answer nooooooo.

The way they handle a lot of things is very different. Very vague and ambiguous reply, but hey, i dont know exactly why myself. :D

No, you need to do a fresh install using the 64bit disc.

excuse me for being a bit thick as im not up on this fresh install lark, but when you say fresh install do you mean as in onto a brand spanking new drive, as im using vista premium 32 and want to upgrade to vista ultimate 64:confused:

hehe, using your old drive is fine. you just need to format it during windows setup. :)
