Can I use Iweb to design offline sites?

As the question states can I use Iweb to make an offline site as whenever I try to save it keeps trying to get me to signup to mobileme. Reason why I want to use Iweb is that I just need to put together a quick offline site and I don't have any knowledge of how to use dreamweaver properly
